Bra size vs actual bust size

I am totally perplexed. The rule of thumb for bra sizing is band + bust measurements; one inch difference equaling an A, two inch difference equaling a B and a three inch difference equaling a C. So why is it that my band size, 46”, and my bust measurement, 49” is too small to fit a “C” cup but fits nicely into an “A”. What gives? Having fondled a breast or two or more throughout my early years, what I have on my chest is not an A. Anyone have some enlightenment on this?

I call that one the "rule of the smashed thumb".  @MaryMary hit it up there with her comments.  I have four bras, all of different sizes and all fit me beautifully but I look just a little different in each.
