Hi can forums be made by users or only moderators?

The actual Forums are under the sole control of @Petra Jane who is the site owner.  Some have changed a bit over the years, but the ones we have have done the job pretty well.  My suggestion is to put a Topic in the place closest to what you want and let it rip and see who answers you.  If a moderator thinks it would get more attention in another Forum, or if you do, the moderator will move it at their discretion or combination of your request and their good sense. If there is a problem you wish to discuss in private with a moderator or administrator PM us free of charge and if it is in the Community Rules we will try and straighten it out.

Because creating a forum needs super access to the "back end" of the forum software, only myself has the access required to do so, so no, neither members or even Modeators can create a new forum. And for obvious reasons, this applies to any forum out there, regardless of "brand" or software.
