I would like to be able to buy alcohol. If Im dressing as a man more often than not, at some point I may get IDd because I look and act younger than my actual age.

is it legal to dress like another sex for a drivers license picture when you havent changed your name? Is it legal to put a gender separate from your biological gender?

For that one, you are going to have to check your own state laws.  In my state you could get a state ID card with a different picture on it in addition to your driver's license, but the state flag you are flying is known to be a bit backward.  These folks are  my Go To's for that information on state by state basis:
