I don't know if Target down here is like in America... however for me, Target have awesome sandals that fit me (I'm the same size as you), I just check out the bigger sandals/opened toe shoes size there which is normally 11 and sometimes, some of them actually fit me. I now think not all shoes are excatly their size, so look around carefully.

I buy 12 E or 13 medium so I use this all the time. Check out the comments too to make sure they don't run small (AVOID PLEASERS at all costs - 2 sizes too small consistantly - and they hastle you if you want to return them)
