If you want to change your gender on your Driver's License in Washington, it is pretty simple:

Washington Department of Licensing Requirements for Gender Change

To legally Change your name is even more simple:

Washington Courts

Click on County Courts and pick which county you live in. Then browse around and you will find name change information. It's pretty simple and only takes about 30 minutes out of your life.

Your birth certificate is just as easy so long as you were born here in Washington State:

Washington State Department of Health

You have to e-mail and request the requirements. Once done, your legally a female anywhere in the United States even if you have not undergone SRS.
