Republican Gov. Joe Lombardo has signed a bill requiring health insurers cover gender-affirming care for transgender minors and adults, bucking expectations as other GOP-led states across the country advance anti-LGBTQ legislation.

A little thing called money involved here.  California is too easy to get to for Trans folks in Nevada and the insurance folks must insure California residents for Trans Medical care, and surprisingly have found it a money maker instead of loser.  I do not know of Clinics in Nevada that do surgeries, but there is a plastic surgery industry in the state going strong.  Drag is such a large source of money to the businesses there, so no problem to him. 

 

I should also add that California has Indian Reservation Gambling Casino's that are a threat to Nevada revenue and becoming just as sumptuous as the ones across the state line.
